The Ministry of Health has just issued Circular 33/2024/TT-BYT regulating the technical and economic characteristics of milk and functional foods for children under 6 years old, requiring price determination and price declaration.
Accordingly, the Ministry of Health determined that milk for children under 6 years old is subject to price stabilization and price declaration including the following product groups:
Formulated nutritional products for children up to 36 months old according to national technical regulations issued by the Ministry of Health.
Milk and nutritional products containing animal milk in powder or liquid form are announced for use in children under 6 years old but do not comply with national technical regulations issued by the Ministry of Health or the Ministry of Industrial Management. .
Functional foods for children under 6 years old are priced, including product groups: health protection foods;
Therefore, compared to current regulations, the new Circular stipulates that functional foods used for children under 6 years old must declare the price of foods for special diets (not milk).
Circular 33 of the Ministry of Health also states that milk and functional foods for children under 6 years old are subject to price stabilization. The price declaration includes the following economic and technical characteristics: product name (detailed name) );
This Circular takes effect from January 1, 2025, replacing Circular No. 01/2025.
In Circular 33/2024/TT-BYT, the Ministry of Health also clearly stated that the Provincial People’s Committee is responsible for organizing and implementing the acceptance of price declaration in accordance with the provisions of the law on prices to ensure convenience in the organization. declared by officials and individuals.
The Department of Food Safety and the Ministry of Health have issued a document requesting the assigned agency under the Provincial People’s Committee to receive price declarations and send the declared prices to the Department of Food Safety to assess the level of price fluctuations. both the market and building price stabilization reports.
Organizations and individuals declare milk and functional foods for children under 6 years old in declaration dossiers and on product labels (including products with declarations for use for many ages, including children). children under 6 years old), are responsible for sending price declaration documents to the agency assigned by the Provincial People’s Committee to receive price declaration according to regulations.
The Ministry of Health assigns the Department of Food Safety to preside over and coordinate with relevant units to guide and organize the implementation of this Circular.
