New regulations of the Ministry of Health on driver health checks
The Ministry of Health has just issued a new circular regulating health standards and medical examinations for drivers.
The Ministry of Health has just issued Circular 36/2024/TT-BYT dated November 16, 2024 regulating health standards and health checks for drivers and operators of specialized motor vehicles;
Accordingly, Circular 36/2024/TT-BYT regulates health standards for drivers and operators of specialized motorbikes in 3 groups including:
Group 1: applies to medical examination to issue driver’s licenses of classes A1, B1 and special-use motorbike drivers;
Group 2: applies to health examination to issue class A and B driving licenses;
Group 3: applies to health examinations for driving licenses of classes C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE.
Current regulations are group 1 for class A1 drivers;
According to Circular 36/2024/TT-BYT, if a person with a driving license was issued before January 1, 2025, if they need to change or re-issue a driving license from class A1 to a class A driving license, they can do so. maybe .
For people with disabilities, applying for a class A1 driver’s license or class B driver’s license does not require a musculoskeletal examination.
Regarding testing for drugs and alcohol concentration when performing a health check to renew a driver’s license, the new circular does not require testing 100% alcohol concentration but only requires testing the concentration of 5 types of drugs.
Periodic health checks for car drivers require mandatory alcohol and drug testing (5 types of drugs instead of 4 types as current regulations).
Another notable new point in Circular 36/2024/TT-BYT is the regulation on the health database of drivers and operators of specialized motor vehicles.
Circular 36/2024/TT-BYT also stipulates that the driver’s health certificate is valid for 1 year instead of 6 months as currently.
